The latest jurisdictions wondering how to keep democracy running: officials in Hawaii and Seattle have recently complained that they can't pay for elections. This is undoubtedly due to tax shelters (for corporations & the rich) and the Global Police apparatus of our nation that is more than the combined military budgets of the rest of the world.
